Eye Care Coverage in Ontario: OHIP, IFHP and Vision Benefits

Understanding eye care coverage in Ontario can be confusing, especially if you are new to the province. Coverage for eye examinations, glasses, and contact lenses depends on your age, medical eligibility, immigration status, and insurance plan.

Having an Ontario health card does not mean every eye examination or vision product is covered. Confirm your coverage before your appointment.
Does OHIP Cover Eye Exams?
OHIP covers eye examinations for children and youth aged 19 and younger, adults aged 65 and older, and adults aged 20 to 64 with certain eligible eye conditions.
Children and youth: One major eye examination every 12 months.
Adults aged 65 and older: One major eye examination every 18 months. Seniors with an eligible eye condition may qualify for more frequent examinations.
Adults aged 20 to 64: Coverage is available when they have an eligible condition, such as diabetes, glaucoma, cataracts, retinal disease, corneal disease, uveitis, or optic pathway disease.
Adults aged 20 to 64 who do not meet OHIP’s medical eligibility requirements can use private insurance or pay for the examination. Eligible Ontario Works and ODSP recipients may receive coverage for a routine eye examination once every 24 months.
OHIP Coverage for Newcomers to Ontario
There is no waiting period for OHIP for individuals who meet Ontario's eligibility requirements.
Your eligibility depends on your immigration and residency status. After receiving OHIP coverage, the same age and medical-condition rules for eye examinations apply.
If you are new to Ontario, check:
Your OHIP eligibility
Whether your Ontario health card is active
Whether your eye examination qualifies for OHIP coverage
Whether you have private, employer, or school insurance
Eye Care Coverage for Refugee Claimants
Eligible refugee claimants can receive health coverage through the Interim Federal Health Program (IFHP).
As of May 1, 2026, patients covered by IFHP pay 30% of the covered cost for eligible supplemental health services, including vision care.
Before booking, confirm:
That your IFHP coverage is active
That the eye care provider participates in IFHP
Which eye care services are covered
The amount of your required co-payment
Does OHIP Cover Glasses or Contact Lenses?
OHIP does not generally cover routine eyeglasses, frames, or contact lenses.
Vision benefits are available through other programs and insurance plans, including:
Employer health benefits
Student health plans
Private insurance
Ontario Works
Ontario Disability Support Program (ODSP)
Eligible Ontario Works and ODSP recipients may receive coverage for routine eye examinations and prescription eyeglasses. Contact lenses are covered only in certain medically necessary situations, so confirm eligibility with your caseworker before ordering lenses.
Why Are Regular Eye Exams Important?
A comprehensive eye examination checks more than whether you need glasses. It evaluates your vision and eye health and helps detect conditions such as:
Glaucoma
Cataracts
Diabetic eye disease
Retinal disease
Corneal conditions
Myopia and other prescription changes
Some eye diseases develop before noticeable vision symptoms appear. Regular eye examinations allow changes to be identified and managed appropriately.
